Source Reliability and Receiver Conformance

Adds traceable source-acquisition operations, exact-evidence baseline repair and a deterministic webhook receiver conformance lab.

01Scan runs now separate selected policy records, unique retrieval keys, network attempts and deduplicated acquisitions.
02A successful first retrieval establishes an exact-hash public baseline without generating a policy change, score or notification.
03Protected admin views expose public-baseline coverage, withheld records, remediation state and recent scan runs with responsive operational guidance.
04The Receiver Conformance Lab runs eight deterministic expected-versus-actual fixtures locally and exports bounded JSON results.
